Organizational structure In quarantine
Current status
Common new political party is formed on the initiative of a charismatic leader with some vision, or persons who separated themselves from the parent party.
In the first case there is a gradual depletion of the potential of the leader, usually without adequate compensation. Alongside with closeness of standard parties, this means creating factions and ultimately extinction of the party.
In the latter case it is usually the people whom the conditions in parent parties allowed a successful career, but when they luck changed, they became fierce critics. With a fraction of PMs and with part of the electorate of the parent party they usually go into the past.
Common parties have a hierarchical structure, which means high overhead costs: paid central and regional apparatus, offices for headquarters and regional units, meeting rooms of various authorities (councils), travel costs etc.
If the traditional parties are in power, it is difficult for them to resist the opportunities to abuse public resources for partisan activity, or by favoritism and corruption complement the party coffers.
Organizational structure of sk.e-demokratia
sk.e-demokratia does not have a hierarchical structure. Its organizational structure is flat. It does not create authorities typical for the traditional parties such as President, Vice-President, various policy bureaux and boards, regional organizations with their own apparatus and the like. Chancellor of the party performs the function of the statutory body (political party is a legal entity) required by the law, who is entirely non-political body except for the initial stage of sk.e-demokrattia, when as a member of the highest authority of the party he has to be its member.
sk.e-demokratia has only a central office with a small number of employees.
sk.e-demokratia is consistently built up from below. Members determine all its events. Everyone who wants assert himself in politics through sk.e-demokratia must start as a member, then work his way up to leader of a forum and, finally, to the representative of sk.e-demokratia in public office.
Activity of sk.e-demokratia is carried out in the forums, which are of 5 types:
- factual forums,
- program forums,
- factual forums of representantives,
- party forums and
- Chancellor's forums.
Except Chancellor's forums, where Chancellor performs the function of a moderator, all forums have their leaders. Only the leaders of factual forums can stand for election to public office.
From leader elected to public office (representative) is expected to be further active in sk.e demokratia in the factual forum of representative / representatives. If he meets the criterion of sufficient communication with members of sk.e-demokratia laid down by Statutes, in the next election to the same function within the party he gets an advantage over other candidates in increased electoral gain (details in the Statutes).
Political authorities of sk.e-demokratia are members' votings. This may be a vote of all members or only of members registered in the appropriate forums. These votings without the extra expense and capacity constraints are carried out through a web portal of sk.e-demokratia, and therefore sk.e-demokratia does not need convene councils. For example, the annual report or change of the Statutes ire prepared and discussed in the appropriate expert forums and approved by direct vote of all members.
Similarly in sk.e-demokratia take place the elections of its representatives to public offices. In sk.e-demokratia there are elected representatives also to those public offices, filling of which ordinary members of traditional parties usually can not influence - such as Prime Minister, Minister, Representative of company owned by state or with state participation, and so on.
Registered users of the web portal, members and leaders develop political activity within the framework of civility program and Statutes with minimal side control and organizational interventions of the Chancellor. If the Framework Program of the party or internal processes of the forums require correction, it is elaborated and submitted by the designated forum.
