Establishment of Factual Forum

The Chancellor’s forum – On factual forums enables the registered users, the members and the Chancellor:

Find a factual forum in the area of their interest, if it exists, and start acting in it primarily by contributing to the discussion.
To create an Idea to establish a factual forum or
To create a Proposal to establish the factual forum.

These items can also be accessed through the Factsheets menu.

The Idea on the establishment of the factual forum shall serve the initiation of the topic whereas the author of the idea shall hand over to another registered user or member the elaboration of particular Proposal on the establishment of the factual forum on the basis of the idea.

The Idea on the establishment of the factual forum and the Proposal on the establishment of the factual forum shall have the same structure. The discussion shall be opened only to the proposal and the the factual forum shall be established exclusively from the proposal. Before the submission of the proposal, the following items must be elaborated:

Proponent´s pseudonym,
Title of the proposed factual forum,
Facts related to the forum’s topic,
Initial analyses of facts,
The specification of the discussion topics,
Proposal on the placement of the factual forum with regard to the self-government,
Proposal on the placement of the factual forum with regard to the state administration,
Proposal on the placement of the factual forum with regard to the areas of interest.

The Chancellor’s forum – On factual forums shall ensure a procedure leading to the establishment of the factual forums as follows:

The Chancellor shall communicate via website with the author of the proposal on the establishment of the factual forum in order to ensure:

That the topic of the factual forum is civil,
That the topics of the factual forums do not overlap, and
That the factual forum is correctly placed with respect to the self-government, state administration and areas of interest,

The proposal shall be adopted by the Party forum – Internal processes and party actions after it had reached sufficient quality to establish the respective factual forum,
The Chancellor shall establish the factual forum on the website after the approval of the proposal on the establishment of the factual forum by Party forum – Internal processes and party actions.

The proposal to establish the factual form shall not be changed after its establishment.
